ACCELERATED URBAN WATER SUPPLY PROGRAMME [AUWSP]

 

1)            Preamble 

            Government of Maharashtra is implementing Accelerated Urban Water Supply Programme under the sponsorship of Government of India, in certain cities. Due to low economic base and lower priority given by the State Government to provide water supply to smaller towns, these are often neglected during normal times and worst hit dueing the period of drought as was observed in 1987. Therefore, the G.O.I. decided to extend the financial support to the State Govt./local bodies for providing Water Supply facilities in the towns having population less than 20,000 (1991 census). With this in view, a Centrally Sponsored Accelerated Urban Water Supply Schemes has been in the VII five year plan and initiated from the annual plan 1993-94.

 

2)            Guidelines issued by GOI, for selection of towns/schemes

 

i)                  The population of the town should not be more than 20,000 as per 1991 census.

ii)                95% dependability and reliability of the water source should be established.

iii)             Provision of 5% contribution from the urban local bodies towards the project cost.

iv)               Commitment of the Urban Local body for all the stipulation.

 

3)            Priorities for towns with special problems

 

i)                  Very low per capita supply

ii)                Very distant or deep water source

iii)             Drought prone areas.

iv)               Excess salinity, fluoride, iron content in the water source.

v)                 High incidence of water borne diseases.

 

4)        Per Capita Cost

            The per capita unit cost at present normally should be limited to Rs. 1000/-

 

5)            Pattern of funds

            The Accelerated Urban Water Programme being a Centrally Sponsored Scheme, is funded on grant basis, by the Central Government 50% and State Government 50% including 5% beneficiary/town contribution.

 

IMPLEMENTATION OF PROGRAMME

 

            The implementation of programme in Maharashtra State started in 1994-95. There were in all 79 towns in Maharashtra State, having population upto 20,000 (as per 1991 census). Out of these 79 towns, till today 36 towns were identified as per Government of India’s norms as mentioned in above para No.2,3 and 4. The detailed project reports were prepared and submitted to the G.O.I. for approval. The cost of these 36 schemes (for 36 towns), so selected was Rs. 143.69 crore. Out of these 36 schemes, only 20 schemes costing Rs. 87.27 crore were approved by G.O.I. upto year 2001-2002.

 

            Recently G.O.I. accorded Technical approval to the 5 (five) schemes from the states and the approved cost of these schemes is Rs. 22.55 crore. Till to date GOI approved in all 25 schemes costing total of Rs. 71.61 crore. The detail break-up of approval is given as below :-

C)            SUBMISSION OF NEW SCHEMES

           

            At present 10 (Ten) new schemes and 1 (One) revised scheme have been submitted to the GOM under this programme for approval and onward submission to GOI.

            5 (Five) new schemes are also received in central office of MJP for scrutiny and onward submission. These 5 (five) schemes are currently under scrutiny and compliance necessary as per norms.
