11th Finance Commission for Upgradation of Standards of Administration and Tackling the Special Problems.

 

1.      Upgradation The 11th Finance Commission (EFC) has recommended Rs. 2843.63 Crores grants for 12 sectors for upgradation of standards of administration in   25 states.

 

2.      Special problems Besides grant for upgradation, Commission has recommended grant of Rs. 1129 Crores for tackling special problems of states. Out of this, the Commission has provided Rs. 60 Crores for upgradation of sewerage / drainage systems in the small and medium towns of the state.

 

3.      Recommendation The Government of India has accepted the recommendations of the 11th Finance Commission relating to grants for upgradation and special problems.

 

4.      State Level Empowered Committee The power to sanction individual schemes as well as to determine the unit cost are given to state level empowered Committee (SLEC). Once a project has been sanctioned by the SLEC, a copy of the time schedule for various stages of the project and for requirement of funds is to be submitted to the Ministry of Finance, Government of India. Physical and financial monitoring of the project undertaken through the grants is to be done by the SLEC. The physical and financial action plan covering the entire award period of the EFC i.e. 2000-2005, prepared by individual administrative departments of the states are to be submitted to the SLEC for approval. Once a project has been approved by the SLEC, a copy of the detailed action plan approved by the SLEC, indicating time schedule and requirement of funds is to be forwarded by the Finance Department of the State Government to the Finance Commission Division, Department of Expenditure, Ministry of Finance. On the approval of action plan, the SLEC, the State Government will make suitable expenditure provisions in the Budget. The State Government vide G.R. No. NAH/2002/EFC/CR-118/WS-24, Dated 20-2-2003 has opened a new Head as under :-

            Centrally sponsored scheme (03)(03),

      Special Assistance of Govt. of India as per recommendations of the 11th Finance Commission (2215,2026)            41, Grain-in-aid, plan/voted.

      The action plan for “Special Problem” prepared for Maharashtra state covering sewerage schemes for 9 cities is as per Annexure-A.
